Short description

This PR updates the station report system to check all station report papers on the station instead of only the first one.

Cherry pick of https://github.com/ProjectOmu/OmuStation/pull/1630

Why we need to add this

Bugfix in case there's multiple papers on the station and the NTR decides to fill out "the wrong one".
