Short description

Lets drones swap out their starter satchel with whatever other backback they want.

Cherry pick of https://github.com/ProjectOmu/OmuStation/pull/1837

Why we need to add this

Drones can already carry other bags in their hands, so why not let them replace their original bag as well.
