Short description

Changes the Medical and EMT belts to use resprited and reshaded versions of FunkyStation's belts.

Cherry pick of https://github.com/ProjectOmu/OmuStation/pull/1564 and https://github.com/ProjectOmu/OmuStation/pull/1619

Why we need to add this

The neon, eye-searing blues stand out on pretty much any doctor wearing it, and not in a good way.
The EMT belt was also changed for consistency's sake, and personal preference.
