Short description

Cherry pick from https://github.com/ProjectOmu/OmuStation/pull/1388

All kitchen vendors apart from the chefvend are set to "Kitchen" access, so the chefvend should be only accessible by kitchen staff too (Service workers already have access to kitchen).
