Short description

This backports lathe announcements from upstream (wizden).

And then adds announcements on top of that to the service, cargo and engi lathe (since by default only medic and sec lathes have them) via https://github.com/ProjectOmu/OmuStation/pull/1865

Why we need to add this

It's good to know if a new thing has been researched.
