Short description

Port of https://github.com/ProjectOmu/OmuStation/pull/1325 from upstream.
Adds two borg modules. A postal work module for salvage borgs, and a advanced thruster module which allows use of a jetpack to all borgs. Jetpack not included.
The postal borg module has two mail bags and three hands that can hold paper and delivery items. Paper is used as placeholder items in the mail hands slots because byrdcode seems to require borg hands to start with something preinstalled
The Advanced Thruster module has a jetpack slot, a GPS, station map, and mass scanner. The jetpack slot starts with a busted jetpack as a placeholder that can be put down and replaced with a real one for balance reasons.
Also allows the PKA slot in the PKA and advanced mining modules to hold pickaxes, drills, and crushers. This allows them to use enchanted drills.

Why we need to add this

Requested on https://discord.com/channels/1366946931892424778/1541453958772686899 , and borgs are getting some love and tools

Cyborg jetpacks, Salvage borg crushers and enchanted drills, Postal cyborg module (#1325 ) 3be392dc62

* construction module and construction bag changes

* added advanced cyborg RCD and a number of new RCD recipes

* Revert "added advanced cyborg RCD and a number of new RCD recipes"

This reverts commit 449837981e6f48c0a87e9a4c506af5da5a300f3c.

* changed one of the starting camera electronics to a borg charger board

* borg jetpacks and salv borg changes plus new salv borg module

* added exofab recipe and description to postal module

* Jetpacks no longer fly out of the droppable hand slots of cyborgs.
Removed the now redundant BorgJetpack.

* undo Construction Bag changes

* moving stuff over to the new module. still need to work on sprites

* migrating more things to work with upsteam

* still working on the thruster module
