PR Changes

Tropico can now:

• Hold objects
• Pickpocket
• Do complex interactions
• Be handcuffed
• Be played as a ghost role (because it wasn't enabled earlier? very strange!)

Tau Ceti Basic was removed from Mouse understood-languages.

Reasons Behind Changes

Tropico usually simply dies, and is otherwise relegated to being an Atmospherics waste of space. Now, Tropico can be useful! As for the Mouse change: It adds a certain je ne sais quois, and mice understanding English perfectly without issue is a strange one. I for one know very well that mice do not understand a word I say, and in fact, most animals I've spoken to.

Tropico is also a functional ghost role now. Apparently it was disabled prior, and I simply re-enabled it. Hopefully nothing breaks!

This does NOT make Tropico a free agent! Tropico is NOT A FREE AGENT! Tropico IS CREW ALIGNED! Do not cite this PR as an excuse to misbehave as Tropico! If you shoot someone as Tropico, you can be arrested, and execution for your crimes are much more likely, because Crabs do not have the same rights as everyone else!

Code & Technical details

Some sprites may look odd when held. This is something i do not know how to easily fixed, but I do not need to have pixel-perfect beauty in my SS14 runtime instance, now do I?

This PR is one that attempts to address a part of issue #171, but does not entirely resolve it.

Added Complex Interactions to All Crabs plus Cuffable. ... 20aa45d327

Note: Crabs can also strip things from others. Angering a crab will attract a rave (group term for multiple grabs) of them within 32 tiles, if any are around.
